What Happened
Crossrail (now the Elizabeth Line) is a 118km railway line running through London, including 42km of new tunnels. Tunnelling was completed broadly to plan. However, the project was delayed by over three years and cost approximately £4 billion more than budgeted, primarily due to the complexity of integrating the signalling, communication, and train control systems. The delay was driven by the signalling challenge: three signalling systems — CBTC in the central tunnels, ETCS on the western section, and legacy signalling on the existing network — had to work seamlessly with the new Bombardier-built trains; integrating them proved far more complex than anticipated, as the NAO later documented.

Software Integration Is the Real Risk

Test Early, Test Often, Test Realistically
Crossrail delayed comprehensive system testing until late in the programme. When testing finally began, the number of defects was overwhelming. Integration testing should start as soon as the first two systems can talk to each other.
