The Sinking Island
Kansai International Airport opened on schedule in 1994 as a triumph of Japanese engineering — the world's first major airport built entirely on an artificial island. Ground-settlement behaviour proved substantially more severe than early projections anticipated.: the soft Osaka Bay clay compressed far faster and deeper than laboratory models predicted, and the first island had settled more than eight metres before a single flight landed. What Happened
Kansai was a rational response to an impossible site problem. Osaka's existing Itami airport was boxed in by suburbs, noise rules and litigation; after the land-acquisition battles of Narita, building five kilometres offshore in Osaka Bay promised 24-hour operation with no displaced residents. The price was the seabed: up to 20 metres of water over deep layers of soft alluvial and Pleistocene clay. Engineers knew the islands would settle as the clay consolidated under hundreds of millions of cubic metres of fill, and designed for it — over two million vertical sand drains to accelerate consolidation, and a terminal on 900 columns mounted on hydraulic jacks. The islands were planned to stabilise and remain above +4 metres Chart Datum Level, the threshold needed to keep waves from overtopping the seawall. The forecasts failed almost immediately. Landfill for Island I began in 1987; by 1990 the island had settled about 8.2 metres against roughly 5.7 metres predicted — a pattern that would persist. The airport opened on 4 September 1994 settling at around 50 centimetres per year, far above design assumptions. Engineers excavated beneath the terminal, inserted iron plates under the jacks and raised columns in stages; at least US$150 million went into raising and strengthening the seawall. The airport kept working — runways were repaved in forgiving asphalt rather than rigid concrete — but the margin designed into the island was being consumed decades early. The definitive audit came from outside. In 2015, University of Illinois engineers Gholamreza Mesri and Jeffrey Funk published a settlement analysis in the ASCE's geotechnical journal: by December 2012 average seabed settlement exceeded 12.9 metres on Island I and 14.2 metres on Island II — the newer island, opened in 2007, was sinking faster than the first despite everything learned. They projected parts of Island II reaching the +4 metre warning level around 2023 and sea level around January 2056, with Island I following around 2067. Operator data cited in 2025 reporting puts cumulative average settlement at about 13.7 metres on Island I and 17.5 metres on Island II, with Island II still sinking at roughly 21 centimetres a year across measured points. Cost figures vary by what is counted: Phase 1 is commonly cited at about ¥1.45 trillion (roughly US$14 billion), and cumulative spending including Island II and remediation was reported at around US$20 billion by 2008, with continuing countermeasure costs since. The operational consequence arrived in September 2018, when Typhoon Jebi flooded runways and underground plant rooms and a drifting tanker severed the only bridge, stranding thousands of passengers — a demonstration that a sinking airport's real vulnerability is the shrinking margin between its runways and the sea.
